Pearland discusses more than $738M future investments in capital improvement projects

Pearland city planners discussed capital improvement projects totaling more than $738 million in proposed infrastructure investments for the fiscal years 2026-2030 at a June 23 meeting.

The outlook

The updates to the city’s Capital Improvement Plan included ongoing and upcoming projects such as drainage, utility, facility and park upgrades.

The projects totaled more than $738 million, documents show. Major projects included:

$269M for water and wastewater projects:

  • Barry Rose Water reclamation facility expansion: $229.4 million
  • Longwood water reclamation facility decommissioning: $38 million
  • Surface Water Treatment Plant redundancy and transit pipe replacements: $3.9 million

$175.9M for new public facilities:

  • Fire Station No. 7: $17.8 million
  • Public Safety Training Complex: $61.9 million
  • Proposed $74M future bond package to fund future development needs

$147.9M in drainage improvements:

  • Veterans Drainage improvements: $11.3 million
  • Shady Crest and Creek View Subdivision drainage: $16.1 million
  • Harkey Road and Old Town drainage upgrades: $24.8 million

$137.4M for street and sidewalk projects:

  • Mykawa Road Widening: $33.1 million
  • Broadway Street expansion: $25 million
  • Hughes Road and Bailey Road expansions: $12.2 million

$55.1M for park improvements:

  • Hickory Slough Sportsplex Phase II: $16.7 million
  • Independence Park Phase II: $15.9 million
  • Trail projects along Clear Creek and Centennial Park enhancements: $10.8 million

What else?

The projected debt service tax rate is expected to increase by $0.0125 per $100 of valuation of a home over the four-year period. However, the fiscal year 2026 forecast includes a decrease of $0.0050 per $100 valuation from previous estimates, according to the agenda documents.

Despite the overall increase, the current rate remains $0.0850 per $100 valuation, which is below the 2023 bond package forecast of $ 0.3850 per $100 valuation.

Looking ahead

Pearland City Council will hold a budget discussion on the enterprise funds, internal service funds, and the Pearland Economic Development Corporation on July 14.

City council will hear the first reading of the budget on Sept. 8.
