The inspection found that the service, run by Weston-super-Mare Free Church Housing Association, has not made sufficient progress in addressing issues previously identified.
The categories of “Safe” and “Well-led” were both rated as requiring improvement, while “Caring,” “Responsive” and “Effective” remained rated as good.
One of the key concerns was the effectiveness of the home’s governance and audit systems.
The report noted that “audits had not identified all of our findings found on day one.” These findings included exposed hot water pipes in communal areas, which posed a burn risk.
Despite these hazards being raised in a previous focused inspection in December 2024, they had not been properly rectified.
Inspectors also found that infection control measures were inconsistent. The report stated: “People were not always protected from the risk of infection as good standards of cleanliness and hygiene were not consistently maintained.”
Clutter, dirty equipment, and poor laundry practices all contributed to increased risks.
Despite these leadership issues, the report praised the kindness and professionalism of care staff.
Residents said they felt safe and well cared for. One person told inspectors: “They’re very kind, they do everything they can to help you.” Staff were observed to be attentive, respectful, and supportive.
Abbeygate last received a “Good” overall rating in 2018, but recent inspections have uncovered failings in how the home monitors and manages risks.
The CQC has asked the provider to improve its systems to ensure problems are identified and addressed before they impact people’s safety.
The home will be expected to produce an action plan detailing how it will respond to the findings.
While the core care remains compassionate and effective, the report makes clear that leadership must improve if Abbeygate is to regain its previous high standards.
